At the same tise, the Forum recoqnizes that: <br /> <br />. (1) Salinity control projects sust proceed in conformance <br />with procedural and substantive state water laws and <br />with the coloradO River compact, the opper Colorado <br />River CODl~t, and the decree of the o. S. suprellle <br />Court in Arizona v.
