Walker <br />Deputy Director <br /> <br />TO: Members, eweB <br /> <br />FROM: Bill McDonald <br /> <br />DATE: November 18, 1982 <br /> <br />SUBJECT: Agenda Item 12, December 2, 1982, Board Meeting-- <br />Salinity Control Project Water Rights Issues <br /> <br />Introduction <br /> <br />As you are aware, the water rights and interstate compact <br />issues potentially associated with salinity control projects have <br />recently been the subject of discussion among the COlorado River <br />Basin states and among Colorado officials and the Bureau of <br />Reclamation. The purpose of this agenda item is to bring you up <br />to date on these discussions. <br /> <br />Discussion <br /> <br />A draft outline of the issues potentially raised by salinity <br />control projects, which outline I prepared for the consideration <br />of the Salinity Control Forum's work group in Auqust, is <br />enclosed. Based upon the wor~ group's discussion of this draft <br />outline, Colorado's representatives to the Forum proposed a <br />"Policy on the Consideration of Water Rights and Interstate <br />Compact Matters." You will recall that the draft policy (copy <br />enclosed) was discussed by the Board at its October meeting. <br /> <br />This draft policy was subsequently considered by the Forum <br />at its mid-October meeting. The Forum ultimately agreed to cast <br />Colorado's suggested statement, with modifications which we found <br />acceptable, in the form of a letter to Commissioner Broadbent <br />(copy enclosed). <br /> <br />(over) <br /> <br />140 <br />ai/12 <br />()()OG23 <br /> <br />John R.
