BOX 1156B <br />SALT LAKE CITY, UTAH 84111 <br /> <br />Director <br />Colorado Water Conservation Board <br />215 State Services Building <br />Denver, Colorado 8020; <br /> <br />Dear Sir: <br /> <br />We are forwarding for your information the attached revised Interim <br />Operating Rules for Navajo Reservoir which supersede the existing <br />Rules dated October 1, 1963, and which will be effective until the <br />Navajo Indian Irrigation Project first diverts or until water is <br />first requested under a municipal and industrial contract, which- <br />ever occurs first. <br /> <br />The primary change involves raising the minimum water surface ele- <br />vation of the reservoir under normal operating conditions from 5,945 <br />feet to 5,990 feet. The higher level makes it possible to utilize <br />the recreational facilities constructed at the Arboles recreation <br />site in Colorado as well as those in New Mexico and at the same time <br />keeps the water level above the lower edge of the riprap on the up- <br />stream face of the dam, which terminates at elevation 5,985 feet. <br /> <br />We will not voluntarily store water above elevation 5,990 feet, but <br />if inflow exceedsthe capacity of the outlets, any involuntary stor- <br />age accumulated during the recreational season will be retained, <br />subject only to the attrition caused by the minimum required outflow <br />and evaporation losses being greater than the inflow. At the end <br />of the recreation season (September ;0), we plan to evacuate any <br />storage above elevation 5,990 feet at an orderly rate to prepare for <br />snowmelt runoff the following year. Withdrawal below elevation 5,990 <br />feet to meet minim\llll flow requirements will be restored as soon as <br />the water supply will permit. We do not anticipate that the require- <br />ment of Par. 3(a) will require d.rawdown below elevation 5,980 feet <br />during the recreation season. <br />
