We determined that none of the reported weaknesses were <br />within the objective and scope of our audit. <br /> <br />PRIOR AUDIT COVERAGE <br /> <br />During the pas t <br />reports related <br />activities. <br /> <br />S years. the General Accounting Office issued three <br />to U. S. Fish and Wildlife Service endangered species <br /> <br />In February 1989. the General Accounting Office issued the report <br />entitled "Spotted Owl Petition Evaluation Beset by Problems" (No. <br />GAOjRCED-89-79). This report contained no recommendations but concluded <br />that U, S. Fish and Wildlife Service scientific obj ec tivi ty during the <br />spotted owl petition process was "questionable." The report cited <br />inadequate time being allotted to the owl's status investigation, <br />scientific evidence being substantially altered by management, and <br />factors in addition to the owl's biological condition and contrary to the <br />Endangered Species Act being considered in the decision-making process. <br /> <br />In December 1988. the General Accounting Office issued the report <br />entitled "Endangered Species: Management Improvements Could Enhance <br />Recovery Program" (No. GAO/RCED-89-S). This report. directed to both the <br />Secretary of the Interior and the Secretary of Commerce, basically <br />recommended that the agencies either follow or appropriately amend their <br />recovery priority systems and that they establish and maintain <br />centralized information on the status of all domestic species. The <br />Department of the Interior did not agree that it should follow its <br />priority system more closely, citing the need for flexibility, but it did <br />agree that centralized information would be helpful and said it planned <br />to develop and maintain this information in 1989. <br /> <br />In March 1987, the General Accounting Office issued the report entitled <br />"Endangered Species: Limited Effect of Consultation Requirements on <br />Western Water Projects" (No. GAO/RCED-87-78). This report contained no <br />recommendations and concluded that overall the Endangered Species Act's <br />consultation requirements have had little effect on western water <br />development. <br /> <br />l <br />J <br />:1 <br />! <br /> <br />"j <br /> <br />4 <br />
