<br />002345 <br /> <br />. <br /> <br />. <br /> <br />) <br /> <br />On June 23rd, Reclamation issued, for public review and comment, a Draft Environmental <br />Impact Statement (DEIS) that includes the environmental analysis necessary to implement the <br />Settlement. The public comment was scheduled to conclude on August 25, 2000. However, on <br />July 13'", Reclamation announced that it was suspending all work related to the DEIS on reallocation <br />of CAP water supply and long-term contract execution, including responding to public inquiries and <br />request for mailing out copies of the DEIS as a result oflegislation recently passed by Congress. <br />Copies of the DEIS may be picked up personally in the main lobby of Reclamation at Phoenix's <br />office and at other selected Reclamation offices. Interested public members or entities may still <br />provide comments on the DEIS during the public comment period until August 25th. However, no <br />public hearings will be held on the DEIS. <br /> <br />California's Colorado River Water Use Plan <br /> <br />The comment period on the working draft of California's Colorado River Water Use Plan <br />will end in December 2000. The final draft of the Plan will be prepared and released in January <br />200 I. After receiving comments, the Final Plan will be published in March 200 I. <br /> <br />Basin Statesrrribes Discussion <br /> <br />Interim Surplus Criteria <br /> <br />On July 7'h Reclamation released a Draft Environmental Impact Statement (DEIS) on <br />Colorado River Interim Surplus Criteria for public review. Included in the Board folder is a copy <br />of the "SUMMARY" from the DEIS. Written comments must be received no later than <br />September 8, 2000. The DEIS presents four possible alternatives for implementation. The <br />alternatives are: a "Flood Control Alternative," a "Six States Alternative" and a "California <br />Alternative," both of which specifY various Lake Mead water surface elevations to be used as <br />"triggers" to indicate when surplus conditions exists; and a "Shortage Protection Alternative". <br /> <br />The four previously announced public meetings have been rescheduled to: <br /> <br />. August 21", at the Doubletree Hotel in Ontario, California, <br />. August 22"d, at the Las Vegas Chamber of Commerce, <br />. August 23'd, in the Jazz Room at the Salt Lake City Airport, and <br />. August 24'", at Phoenix Sky Harbor Airport. <br /> <br />During the public meeting held in Ontario, there were 28 people in attendance; however, only two <br />people testified. They were Mr. James Bond, representing the San Diego County Water Authority, <br />and myself. The testimony that was presented was supportive of the process and proposed adoption <br />of the seven states proposal for interim surplus criteria. <br /> <br />On July 27th, representatives of the seven Basin states met in Washington, D.C., with <br />Mr. David Hayes, Deputy Secretary of the Department of the Interior (001). The purpose of the <br />meeting was to present Mr. Hayes with proposed Interim Surplus Guidelines that were endorsed by <br />all seven Colorado River Basin slates.
