Since <br />I have not received any comments concerning the proposed dates, I would request that the Board approve <br />the schedule included in the Board folder. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Report <br /> <br />During October 1999, storage in the major Upper Basin reservoirs decreased by 637,000 acre-feet <br />and storage in the Lower Basin reservoirs decreased by 31,000 acre-feet. Total System active storage as <br />of the end of October was 55.180 million acre-feet (mat) or 93 percent of capacity, which is 0.425 mafless <br />than one year ago. <br /> <br />Novemberreleases from Hoover, Davis, and Parker Dams averaged 15,570, 14,01 o and 9,950 cubic <br />feet per second (cfs), respectively. Planned releases from those three dams for the month of December are <br />13,400, 10.900 and 6,500 cfs, respectively. The December releases represent those needed to meet <br />downstream water requirements and flood-control space building requirements. <br /> <br />The observed April through July 1999 unregulated inflow into Lake Powell was 7,621 maf, which <br />is 99 percent of the 30-year average for the period] 961-1990. The unregulated inflow into Lake Powell <br />for the 1998-99 water year was 12.712 maf, or 108 percent of the 30-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar year <br />1999, as estimated by Board staff, totals 8./51 mafand is projected as follows: Arizona, 2.725 maf; <br />California, 5.150 maf; and Nevada, 0,276 maf. Estimated additional unmeasured return flow credits of <br />0.235 mafwould reduce the total amount to 7.916 maf. For calendar year 1999, the Central Arizona <br />Project (CAP) is projected to divert 1.400 maf, of which 365,000 acre-feet is to be placed in the Arizona <br />Water Bank, and The Metropolitan Water District of Southern California (MWD) is projected to divert <br />1.210 maf. <br /> <br />The December I" estimate of 1999 end-of-year California agricultural consumptive use of Colorado <br />River water under the first three priorities of the 1931 California Seven Party Agreement is 3.882 maf. <br />This estimate is based on the collective use through November 1999 by the Palo Verde Irrigation District <br />(PVID), the Yuma Project Reservation Division (YPRD), the Imperial Irrigation District (110), and the <br />
