000100

A hydroelectric plant at the Juniper Dam would make a valuable contribution
to the nation's lagging power generating capacity. The plant could produce prime
peaking p.nJ:'::r~r ~.!it.h0:..:.t the air 3..rld. Farmers could diversify their crops and increase the production
of nonsurplus commodities. New farm settlement opportunities would be provided.

Municipal and industrial water provided by the project would be expected
to stimulate development of the extensive mineral deposits, particularly hydro-
carbons that are located in the vicinity. This, together with the economic
growth and environmental improvement resulting from other project purposes,
would attract many people to the area. Some estimates place the population
growth at 90,000 persons with increased personal income of $150 million annual-
ly. The need for project municipal and industrial water may reach 60,000 acre-
feet annually. These estimates will be further evaluated in the course of the
project investigation, and the findings will influence the formulation of the
most favorable development plan.

Depending on the plan adopted, project construction may cost from $70 to $80
million. About 45 percent of the cost would be repaid by local beneficiaries and
45 percent by users of power from the project and the Colorado River Storage Proj-
ect. The power allocation would be repaid with interest. The remaining 10 per-
cent of the cost "Would represent nonreimbursable allocations to recreation} fish
and wildlife, and flood control.

Development of the Lower Yampa Project will be dependent upon a finding of
economic justification. The extent to which the project would deplete Colorado's
share of Colorado River water will be considered by State and Federal interests
along with depletions from all other existing and prospective developments as a
necessary part of the feasibility study.

PROJECT SPONSORED BY

Juniper Water
Conservancy District

Great Northern Water
Conservancy District

Northwest Colorado
Water Council

R.
