002746

.

coordinated Federal, State, and local action to limit
Floodway development." The Act seeks to further this
specific objective by withdrawing federal assistance for any
development in the Floodway. The Act contains no zoning OD
restrictions on the use of private land, indicating that
flood plain management for these lands is the responsibility
of local governments.

While flood plain management regulations establish
standards for the purpose of flood damage prevention and
reduction, effective federal, state, and local flood plain
management planning and coordination can materially aid in
restoring and maintaining the F100dway.

RECOMMENDATION

It is recommended that federal, state, tribal, county'-V
and local entities responsible for flood plain management
regulations, planning and coordination along the lower
Colorado River incorporate the following where appropriate:

A. Flood plain management planning for Colorado River
flood-prone areas and flood-related erosion-prone
areas should:

.

1. Be consistent with the purposes and objectives ~
of the Colorado River Floodway Protection Act. ·

2.

Permit only that development which (a) is \~ ~
appropriate in light of the probability of flood \. .y _.~~
damage and the need to reduce flood losses, (b)l ~qY\ItI>V
is an acceptable social and economic use of theJ ~~
land in relation to the hazards involved, and 0
(c) does not increase the danger to human life;

3.

Prohibit nonessential or improper installation
of public utilities and public facilities.

B. Goals for land use and development plans along the
lower Colorado River area should provide for:

3.

The purposes and objectives of the Colorado.~
River Floodway protection Act;

preser'l9tion of the flood-prone and associated ,,-o'Y
high ground water areas and flood-related;V
erosion-prone areas for open space purposes;

Relocation of occupants away from flood-prone '/- .,).
and associated high ground water areas and 0 q/r
flood-related erosion-prone areas; \ .
6~'

1.

2.

.

III-17

.
