.

.

BLACK CANYON INFORMATION PAPER

Oct. 2000

3, Sufficient water to permit peaking power gmera/ion of 40,000 kilowatls at the Morrow Point
powerplant for 217 hours a month,
4, Sufficient water to provide a minimum flow of 1 00 second-feet in the Gunnison River through
the Black Canyon of the Gunnison National Monument,

The stated objectil1e was to prevent uncontroUed spills as much as possible durilY'g high runoff and
yet assure a full reservoir on July 31, When water was released to make rOOm for floodflows, the
power generation used was up to the full capacity, It was assumed that sufficient storage to meet'
the Gunnison tunnel requirements would be provided from Taylor Park Reservoir and at times of
low flow the Curecanti unit would pass througn the Taylor Park releases for delivery at tne
Gunnison tunnel.

!
,.

.
. ,4" ~
At page 18 the report states: ' 1t is not'eworthy that even with the restrictive operating cr}i~n;i ,',;, ,':,\ i '
used and the relatively small active reservoir storage capacity, only an average of 47,O(JO 'acree' ;,' ,'.'"
feet of water annually spilled at Blue Mesa during the 1971-2014 period, less 'than 5'percen't of.' ,','
the average runoff at the site, The Curecanti unit reservoirs will thus provide essentially' , '
complete control of available streamflow for power production during years of average and'
belaw average runoff but will not have sufficient storage capacity to comp~etely regulate flaws
during extended periods of above-average nmoff. Sufficient storage capacity will be available
to smooth out the flaws somewhat during the year by storing early SPr.il'ig flows for later releases,
Operation of the unit will also provide some storage holdover from high runoff years to low
years, Under the operating criteria, the minimum summer releasesfrom.the Curecanti unit will
exceed the present minimum flow in the river.

The National Park Service prepared a report included in Chapter 6, Cooperative Planning,
In that report the Service only discusses the recreational development potential at the reservoir
sites, It does not discuss impacts on the National Monument. (page 25-26)

Another report by the National Park Service is included in a section on reports by cooperating
agencies, It does not mention any concerns or operational requirements for the National
Monument, (pages 51-63)

B-8

0027H
