He request that the completion date for this study be <br />moved back to September 30, 1977. This request is made for the follO\'/- <br />ing reasons: <br /> <br />1. The number of staff changes over the past two years has made <br />it difficult to maintain consistent progress on the study. <br /> <br />2.
