Sparks, Director

SUBJECT: Appropriation Hearings - Washington, D. C., March 28, 1977

On Monday, March 28, 1977, Governor Lamm and other governors
of the Upper Basin states are scheduled to present testimony to the
appropriate congressional committees in support of funding for recla-
mation projects for FY 1978. The congressional committees strongly
recommend that oral testimony be presented by only one witness from
each state. I realize that some conservancy districts have already
requested and received time to present oral testimony. I suggest
that such time be yielded to Governor Lamm and that the Governor, in
addition to his oral testimony, be requested to submit the written
statements of the various districts in Colorado which have already
requested time for oral testimony or which would like to have a
written statement made a part of the record.

In order to fully coordinate this testimony, it is requested
that each conservancy district that has been allotted time to appear
before the congressional committees inform me as to the time allotted
and the person who is expected to present the testimony. I will then
prepare a witness list for all those who wish to submit testimony and
then request Governor Lamm to present this witness list and introduce
the written testimony into the record. I need this information as
soon as possible.

The hearings at which Governor Lamm is scheduled to testify
are as follows:

10:00 a.m., Monday, March 28, in Room 1114 of the Dirksen
Senate Office Building - Public Works Subcommittee of the
Senate Committee on Appropriations

2: 30 p.m. on the same day, in Room 2359 of the Rayburn
House Office Building - Public Works Subcommittee of
the House Committee on Appropriations.

FLS :mm
