We have just receiveJ copies of the preliminary Iligh Plains StuJy
rcconuncndat.i.ons prepared by the Liai,soll CUlllllli.ttee and arc writing
to express our serious dis;Jppolntlllcllt ill the current condition of
these recommendations.

AccorJing to the scheJule ill I{esolution /10 aJopteJ by the High
Plains Cowlcil at its last meeting on ~larch 3, 1082 in Dallas, the
Council will meet ,JwlC 29 "... to consiJer the Jroft report to the
Secretary of Congress..." The heart of this report is the set of
recommenJations from the Cowlci l.

Certainly the Council doesn't plan to senu 20 single-sentence recom-
menJations to the Congress a (tel' recei ving $6 mi Hioll to stuJy the
problem of aquifer Jepletion and to develop appropriate solutions.
These recommenJations must he flesheJ out "ith some Jiscussion as
to how they might be implemcllted alld which agencies and organizations
at federal, state, local, anJ private levels might be involved.
The Council needs detai lcd, substanti ve recommendations to hClve cl
sound basis for Jiscussion with Congress, gOVC111mcnt agencies, and
private organ.izatiolls. IJigh Plains citizens arc not interested in
generalities; they "ant to kno" "hat the Council thinks Congress
should do about this issue. Other"ise, this stuJy "ill rightly
be regarded by the pllblic as a monumental "3stc of taxpayers' money.

Resolution 110 Cllso call s for public review and comment on these
preliminar; recommendations between April 10 and ~Iay 15. Frankly,
"e "ould be embarrasseJ to circulate these l"ccommenJations in Colo-
rado and attribute them to the Coullcil or the Liaison Conuni ttee.
