The heart of this report is the set of <br />recommenJations from the Cowlci l. <br /> <br />Certainly the Council doesn't plan to senu 20 single-sentence recom- <br />menJations to the Congress a (tel' recei ving $6 mi Hioll to stuJy the <br />problem of aquifer Jepletion and to develop appropriate solutions. <br />These recommenJations must he flesheJ out "ith some Jiscussion as <br />to how they might be implemcllted alld which agencies and organizations <br />at federal, state, local, anJ private levels might be involved. <br />The Council needs detai lcd, substanti ve recommendations to hClve cl <br />sound basis for Jiscussion with Congress, gOVC111mcnt agencies, and <br />private organ.izatiolls. IJigh Plains citizens arc not interested in <br />generalities; they "ant to kno" "hat the Council thinks Congress <br />should do about this issue. Other"ise, this stuJy "ill rightly <br />be regarded by the pllblic as a monumental "3stc of taxpayers' money. <br /> <br />Resolution 110 Cllso call s for public review and comment on these <br />preliminar; recommendations between April 10 and ~Iay 15.
