Also enclosed is a copy of a letter from I1:Jrgan Snith and <br />I1:Jnte Pascoe to the chainnan of the High Plains Study Council, con- <br />veying "serious disappointrIa1t" with the current condition of these <br />reconrnendations . <br /> <br />Thanks to each of you for taking time to corrment on earlier drafts of <br />these recorrmendations. You need to kmw that I carried your carrnents <br />to the last Liaison meeting in Dallas on 4/19/82 and these comments were <br />accepted with virtually no change. I left the Liaison meeting with the <br />understanding that we had reached consensus on submitting approxinately <br />50 recorrmendations for public review and corrment--substantially the copy <br />that you based your corarents on. However, the Texas Liaison mEmber uni- <br />laterally made wholesale changes without consulting anyone on the <br />Liaison Corrmittee. As you see from the enclosed letter, we don't be- <br />lieve these recorrmendations are fit for public review. <br /> <br />Also enclosed for your information is a brief status report on the 21 <br />recorrmendations developed by Colorado. <br /> <br />We \OCluld appreciate corrments on the enclosed draft, but don't spend any <br />tirne on the last three pages, which list the 20 reconmendations. I'll <br />keep you posted on any response from the Governor of Texas. Again, <br />thanks for your help. <br /> <br />
