"

b) Sort the net absolute water rights by admin number, resulting in groups of water
rights corresponding to the specified classes.
c) For water class groups containing at least one net absolute water right, calculate the
flow-weighted administration number as shown in the following equation (note that an
aggregate structure may have fewer than the maximum number of water right classes):

class ad min# '=

#WRinclass
L(decree,*admin# )
j-I

tota/class WRdecree

d) Output all the resulting aggregate net absolute water rights to the diversion rights
file (.ddr). The identifier for the water right will be the aggregated structure identifier
with an extension similar to ".01", where 01 is the water class number (the water
classes will be printed in the water rights file header). The name of the aggregated
water right will be the same as the name of the aggregated structure.

For the case when water rights classes are specified (i.e., water rights aggregation
does occur), output a report summarizing the results of the water rights aggregation,
using the following format:

Aggregated Group: AGO_TRIB_WD cfs acres

Class 01 WR WDID cfs Admin #
WR WDID cfs Admin #
AGO TRIB WD.OI Lcfs Weighted Admin #
- -
Class 02 WR WDID cfs Admin #
WR WDID cfs Admin #
AGO TRIB WD.02 Lcfs Weighted Admin #
- -

The subtotal data will be each be recorded as a water right for .the aggregate structure.

3. Update the documentation for watright to reflect changes to the software.

Deliverables:

· An enhanced watright utility capable of performing direct diversion structure
aggregation while explicitly modeling all non-zero net absolute water rights. The
capacities and acreages for the aggregated structures will be the sum of the component
structures. The utility will print warnings about zero water rights to a log file and will
generate direct diversion station (.dds) and direct diversion rights (.ddr) files for the
aggregated structures.
· An enhancement to the first deliverable in which the watright utility will additionally be
capable of performing water rights aggregation on the aggregate structures using up to
10 water rights classes. A report will be generated summarizing the aggregation.

0063

6
