MAY-~1-1996 07:57 FROM RIVERSIDE TECHNOLOGY,INC

TO

1303866447432~ P,~3

2. Update the documentation for the makenet utility.

Deliverables:

· An enhanced makenet utility capable of creating a StateMod river node file (.rin) that
contains aggregated nodes.
· Updated on-line documentation for the makenet utility consisting of an updated man
page and HTML file.

3.03 Support Task 2.04 - Define aggregated water administration number classes for the White
River Ba.~in

~~:

\ '\ \ 'bo \\~,
" w~~\~
Objective: ~~..P. \

Modify the Phase n watright utility to produce a plot file of CUmUlati?e decreed water right
amounts versus administration number for all net absolute diversi9ri water rights in the basin.
The utiiil)' will be able te generate an XMgr or spreadsheet format plot file. The resulting graph
will have the following axes:

, 7
yQi)<

y;':jr .J?,..,<IY Cumulative
"",er ~ I' Absolute
","3' '--?" Water Rights
/0 ~~
~~

~-

\V>

0.0

Smallest Admin It Largest Admin #
(Most Senior) (Most Junior)

-) Note that it may be difficult to determine beforehand the shape of this graph because the shape is
l .t' governed more by the schedule for granting water rights (as opposed to the cumulative net
(. J absolute versus structure count plot produced by watright for Phase n work). The option will
" iY generate three lines on the graph: 1) a line for all absolute water rights in the basin. 2) a line for
fr}' all absolute water rights associated with the structures explicitly being modeled (as taken from
c,!':;, the river node file generated by makenet). and 3) a line for all absolute water rights associated
~'" with the structures not explicitly being modeled but with valid GIS irrigated acreage
\0 (apprOllimately the rights in line I minus the rights in line 3). The graph will be used in Task
2.04 to determine logical break-points for water rights aggregation.

Approach:

.~7
~

1. Update the watright utility to have a command-line option (e.g., -wrplot) that would
be used to produce the plot file. This would involve sorting by admin number all the
water rights retrieved for a basin and then creating a plot file for only the net absolute
; water rights. The capability to retrieve and son water rights currently exists in a
: \ _~ ,~~ ~~) lq~T ~ c-"""-,,,,\k-.

005~~~ \>-' 3
