<br />August 2, 1949: .Memorandum to Admirnl MlUlIling by Willis R.
<br />Dudley regarding n conference of .Tuly 29, 1949, which mcntions for
<br />the first time, in 1\'11'. Swing's opiniol11 thn.t the stipulated jlld~ment
<br />between the O'N eills (Santa lvlargarita Rnncho) a.nd the Vails divided
<br />up all the water in the Santa Margal'ita River. (See tmnscript of

<br />September 29, 1949: Congresslllan ~JcK.innoll n~ported that tbe
<br />objections raised with respect to t.he transmittal of the form of waiver
<br />for the Vails had been overcome and Mr. McKinnon said he would
<br />int.roduce the necessary legislation for the multiple-purpose project
<br />as soon as the Nayy Department find Interior Department had
<br />approved the draft of it.
<br />December 12, 13, and 14, 1949: Conferences were held at Camp
<br />Pendleton and us u result a memorandum of understanding was drawn
<br />up by t.he representatives of the interested parties who were present.
<br />December 22, 1949: Memorandum of underst.anding was trans-
<br />mitted by Captain .Tohnson to the Fnllbrook public ut.ility dist.rict.
<br />January 9, 1950: The Fallbrook public utility dist,rict approved and
<br />executed the memorandum of understanding bet.ween t,he Depart-
<br />ment of the Navy, the Fallbrook public utility district, the Depart-
<br />ment of the Army, and the Dcpartment, of the Interior.
<br />January 11, ]950: Executed docmuents were. transmitted to Cap-
<br />tain Johnson.
<br />January 24, 1950: Congressman McKinnon wired Mr. Swing that
<br />the "San Diego agreement scheduled to be signed without change by
<br />Admiral Jelley tomorrow."
<br />March 20, 1950: Congressman l\IcKinnon reported after several
<br />delays and inqlliries-
<br />Agreement approved today by Chief of Naval Operations. Assis~ant Secretary
<br />mu:'\t now approve and then Secretary Navy shouldn't be long.
<br />March 27, 1950: Congressman McKinnon informed Mr. Swing by
<br />letter:
<br />I feel sure we will have t.he San Diego agreement ratified by Secretary of Navy
<br />before week is out and the Secret.ary of the Interior is all set to go as soon as we
<br />get. the document over Crom the Navy.
<br />Mr. Swing's testimony indicated that following March 27, 1950,
<br />t.here were no comn1unicn,tions or written docunlents stating tbe
<br />memorandum of understanding would not be approved by the Navy
<br />or the Justice De.partment until the complaint was filed on July 18,
