<br />REPORT ON SANTA MARGARITA CONTROVERSY

<br />My DEAR MR. CHAIRMAN: This letter will serve as a report on the
<br />hearings of our Special Subcommittee on Irrigation and Reclamation,
<br />which held hearings at Fallbrook, San Diego County, Calif., on August
<br />13 and 14 regarding the controversy between . the local people and the
<br />Federal Government over the waters of the Santa Margarita River.
<br />These hearings at Fallbook were the last assignment of the special
<br />subcommittee which attended the Central Valley project celebrations
<br />and also conducted other inspection trips while in California as
<br />requested in your letter of July 19, 1951.
<br />Brief reports. on other assignments of the subcommittee in the
<br />Central Valley of California and in Santa Barbara COlmty will be
<br />covered separately.
<br />The subcommittee for tbe hearings at Fallbrook, San Diego County,
<br />Calif., consisted of the following members:
<br />Representative Clair Engle, chairman
<br />Representative Walter S. Baring
<br />Representative Samuel W. Yorty
<br />Representative Norris Poulson
<br />Representative John P. Saylor
<br />Representative Reva Beck Bosone was a member of the special
<br />subcommittee also, but she was unable to attend the hearings at
<br />Fallbrook. However: she attended earlier meetings in the northern
<br />part of the State. .
<br />Mr. James K. Carr, civil engineer and consultant on irrigation
<br />and reclamat..ioll tor the cOlllmiLLee, also parLicipated in the hearings
<br />and served as clerk at Fallbrook for the special subcommittee.
<br />Our colleague, Congressman Clinton D. McKinnon, was unable
<br />to be at the hearings in Fall brook, whicb is located in his congressional
<br />district. He had to be in Washington, D. C., to appear before
<br />another congressional committee on behalf of the people of his district
<br />to urge construction of tbe "second barrel" of the San Diego aqueduct,
<br />a water project that is extremely vital to tbe San Diego area. Mr.
<br />O. P. Heald read a statement from Congressman McKinnon in which
<br />he said:
