The issue bas been
studied, but the starting place for DSS development remains undefined.

The document enclosed looks brieflv at the issues facing the South Platte Basin in Colorado and
the current status of potential DSS components, and suggests a general concept for a South Platte
Decision Support System.

We've sent copies to a dozen people who possess particular insight into this basin. We would
sincerely appreciate your review of this paper and your comments. In particular, do you find it
essentially complete - have we omitted any key points in the discussion? Is the concept of a South
Platte DSS clear? I hope to be able to discuss your comments at my final Master's examination,
tentatively scheduled for the third week in May. Your timely response would be of great value.

The Institute is considering publication of this paper as one of its Water in the Balance reports.
Water in the Balance is a new series intended to bridge the gap between academic research and
practical application. A copy of the first issue is enclosed for your infonnation.

Your response may be sent to my attention at the Institute, or pleaSe feel free to caIJ me at home at
970.491.3161. Thank you for your time.

Sincerely,

17;1/:1--/,

Henry H.
