<br /> <br />C 002676 <br />o <br />P' <br />y <br /> <br />. <br /> <br />. <br /> <br />R E ~ 0 L UTI 0 N <br /> <br />WHEREAS, Colorado's debt under the Rio Grande compact has <br /> <br />increased yearly to approximately 700,000 acre~feet and it appears <br /> <br />that unless action is taken to reduce such debt the other compact <br /> <br />states will institute legal action to force compliance with the com- <br /> <br />pact; <br /> <br />AND WHEREAS the Bureau of Reclamation has completed its <br /> <br />"plan for Development of Closed Basin Division, San Luis valley <br /> <br />Project" which, when operated as planned, should erase the accumulated <br /> <br />debt of Colorado under the Rio Grande compact; <br /> <br />AND WHEREAS such plan provides that all construction and <br /> <br />operation costs will be borne by the United states, and further pro- <br /> <br />vides for stage development and perimeter observation wells for regu- <br /> <br />lar measurement of ground water to insure that project operation will <br /> <br />not adversely affect irrigation lands in the San Luis Valley; <br /> <br />AND WHEREAS with the safeguards provided in such plan and <br /> <br />which can and should be included in the legislation authorizing such <br /> <br />project, it appears that the approval of such plan would be in the <br /> <br />best interests of the people of the San Luis valley; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Directors <br /> <br />of the San Luis Valley Water conservancy District approves such Bur- <br /> <br />eau of Reclamation Plan for Development of Closed Basin Drain with <br /> <br />the safeguards included therein and with the understanding that the <br />
