The review will consider and develop <br />all the alternatives necessary to meet the directions of the President. <br /> <br />Studv Organization <br /> <br />The study will focus on five issue areas. These include: Revision <br />of Water Resource Planning and Evaluation Criteria and Procedures; <br />Cost Sharing for Federal Projects; Institutions and Institutional <br />Arrangements; Indian Water Rights and Federal Reserved Water <br />Rights; and Water Conservation. <br /> <br />Option papers for each issue area will be prepared under the direction <br />of a Policy Committee composed of the Assistant Secretary of the Interior-- <br />Land and Water Resources. Associate Director of OMB for Natural <br />Resources. Energy and Science. and Member, Council on Environmental <br />Quality. The Assistant Secretary -- Land and Water Resources will <br />serve as Chairman of the Policy Committee. The option papers will dis- <br />cuss issues to be resolved, background and alternative policies and serve <br />as the initial working documents for Task Force review. <br /> <br />Task Forces, composed of representatives from agencies involved with <br />the issues, will be formed to solicit interagency views on option papers <br />and to discuss development of recommendations to the President. Option <br />papers will be redrafted and circulated under direction of the Chairman <br />of the Policy Committee. The papers will be developed in the following <br />time frame. <br /> <br />1. June 20. Secretary transmits memorandum to affected agencies <br />outlining timetable and scope of water policy review study. <br /> <br />2. June 28. First formal meeting of Task Forces to discuss initial <br />option papers. <br /> <br />3. July 6. Task Forces convene with preliminary comments on <br />option papers. including additional areas for consideration, additional <br />factual materials. and other suggestions. <br /> <br />4. July 12. Task Forces and Policy Committee brief agency <br />heads . <br /> <br />5. July 15. Option papers are published in the Federal Register <br />and the public provided 30 days to comment. Commence Congressional <br />consultation and regional hearings for public comment on option papers. <br />
