If recommendations are not fully supported by the report, the Executive <br />Summary should at least discuss the limitations of the analyses to support the conclusions <br />recommended. <br /> <br />In closing, our clients support the PBO and its success. We understand that there <br />is a strong desire among the Executive Committee to finish this study. But this study <br />should be completed in a manner that is consistent with the intended scope of work and <br />the expectations for it in the PBO.
