Box 1120 <br />Glenwood Springs, CO 81602 <br /> <br />RE: RECOVERY PROGRAM "CFOPS" DRAFT RECOMMENDATIONS <br /> <br />Dear Randy and Ray: <br /> <br />We recently received information from Ray about the draft recommendations that <br />will be considered by the CFOPS Executive Committee. I discussed some of the <br />background and issues with Ray, and I am writing to summarize our major concerns on <br />behalf of several of our clients. As you know, we represent numerous water users and <br />water suppliers whose programs depend upon Green Mountain Reservoir and/or Ruedi <br />Reservoir. The specific clients on whose behalf I am commenting are the Basalt Water <br />Conservancy District, the Blue Valley Metropolitan District, and the Lake Creek <br />Metropolitan District. <br /> <br />I have not reviewed the draft report, and Ray has assured me that such review <br />would take considerable effort and not contribute much to my understanding of the <br />proposed recommendations. I have not gone back and reviewed the scope of work for the <br />CFOPS studies, but again I have discussed the matter with Ray and believe that I <br />understand the purpose and scope of the work. I have a great deal of confidence from my <br />past association with Ray that I have an accurate understanding from him about the issues <br />of concern addressed in this letter, <br />
