<br />002984 <br /> <br />The Service has indicated the following priorities concerning when diversions to storage would <br />be made (Smith and Muth, July 1999): <br /> <br />1. Winter, <br />2. Descending limb of the spring runoffhydrograph, and <br />3. Ascending limb of the spring runoffhydrograph. <br /> <br />The Service has indicated that: (1) the source of water for the 10,825 acre-feet <br />interim/permanent commitment during the late summer and early fall will be according to the <br />contracts recently entered into (Colorado River Conservation District and Colorado Water <br />Conservation Board, 2000 and Denver Water and Colorado Water Conservation Board, 2000), <br />and (2) these sources of supply are independent from sources of supply which will be used for <br />the 20,000 acre-feet average annual commitment to be used for augmenting spring peak flows. <br /> <br />2.3.5 Scoring <br /> <br />An acre-foot of water released or otherwise made available will be counted or credited as <br />meeting the target flows when: <br /> <br />1. The flow at the head of the IS-Mile Reach is between 12,900 and 26,600 cfs; and <br /> <br />2. The acre-foot of water would not have been available at that point in time under baseline <br />conditions without the program and projects to provide the average annual 20,000 acre- <br />feet; and <br /> <br />3. The acre-foot is made available during the lO-day period surrounding the peak spring <br />flow; or <br /> <br />4. The acre-foot was not used in the spring, the acre-foot cannot be carried over in storage <br />until the next spring, and the acre-foot is used to augment low flows during the August to <br />October period. <br /> <br />In order to be scored as having been available, water will be scored at the source of delivery, not <br />at the IS-Mile Reach. <br /> <br />Throughout this report, the term, "average annual 20,000 acre-feet" will be used to indicate the <br />target for this program. It must be emphasized that this is an average of20,000 acre-feet per year <br />added to the spring hydro graph peak in those years in which the forecast flow at the head of the <br />IS-Mile Reach is between 12,900 and 29,600 cfs.
