The record was subsequently transferred from the Office <br /> <br />of the Secretary of State to the Department of Local Affairs, <br /> <br />pursuant to an amendment to the filing requirements in the Act, <br /> <br />COLO. REV. STAT. ANN. tit 37, art 45, S 113 (Supp. 1976) (copy <br /> <br />of amended statutory provision attached as "D"). A copy of the <br /> <br />record, certified by the Department of Local Affairs, is attached <br /> <br />as "E." Under the Water Conservancy Act, the court's decree <br /> <br />established the Subdistrict as "a political subdivision of the <br /> <br />State of Colorado and a body corporate with all the powers of a <br /> <br />public or municipal corporation." COLO. REV. STAT. ANN. tit 37, <br /> <br />art 45, S 112(7) (1973) (copy of the statutory provision attached <br /> <br />as "F"). The Subdistrict is governed by a Board of Directors, <br /> <br />COLO. REV. STAT. ANN. tit 37, art 45, S 120(2). The general <br /> <br />powers of the Municipal Subdistrict Board are enumerated at COLO. <br /> <br />REV. STAT. ANN. tit 37, art 45, SS 118 and 134 (1973 and Supp. <br /> <br />1981) as amended by Act of May 18, 1981, known as Senate Bill 105 <br /> <br />(copies attached as "G-l through G-5") . <br /> <br />5.
