William McDonald
Colorado Water Conservation Board Director
1313 Sherman Street
Room 823
Denver, CO 80203

Dear Mr. McDonald:

"
,

Public Law 92-514 amended October 3, 1980, by Public Law 96-375 Stat. 1507
authorized the Secretary of the Interior to construct, operate, and maintain
the Closed Basin Division, San Luis Valley Project, Colorado.

I

I

~'

Under the project's authorization, construction may be undertaken in such units
or stages as determined by the Secretary to best serve project requirements
and meet water needs. The law also provides that construction of each successive
unit or stage after Stage 1-2 shall be undertaken only with the consent of
the Rio Grande Water Conservation Board and the Rio Grande Water Conservation
District of the State of Colorado.

I am enclosing a copy of our present construction schedule. Please note that
under this schedule the construction start for Stages 3, 4 or 5 is dependent
on the contract award date of the salvage wells, therefore, the consent should
be sometime prior to this date. We have scheduled some money for construction
of Stage 3 salvage wells in fiscal year 1983. Therefore, we would like to
initiate the approval process in the near future.

The Board's review, comments, and action on this construction schedule would
be appreciated.

Sincerely yours,

:;(~[ fJ~

Richard E.
