The goal of the SJRIP was to develop flow recommendations for the
native fish community, including the Colorado Squawfish and the Razorback Sucker, The fish flow
criteria were determined from data gathered and analyzed during a 7-year research period (1991 to
1997). This river basin model, known as the San Juan RIP Hydrology Model, was used to develop
and test Navajo Reservoir operating rules that facilitated meeting the flow recommendations, The
model was also used to simulate and assess the impacts of various levels of water development or
depletion scenarios on instream flows and determine if the flow criteria could be met with a given
level of development,

Overview of Hydrology Modeling

Hvdroloaic Simulation Analvsis

A hydrologic model is a computer representation of the physical processes associated with water moving
through a river basin, In a hydrologic simulation, historical data is used as a basis to evaluate new or
modified water use or management within a basin, It is assumed that historical hydrology is
representative of future hydrology. This requires that the modeling periOd be of sufficient length to
capture cyclic climatic patterns of wet and dry years. The modeling period for the San Juan RIP
Hydrology Model is water year 1929 through 1993. This 65-year period was chosen based on
available historical data and is of sufficient length to capture cyclic historic patterns of wet, dry,
normal periods.

Computer Modelina tools

RiverWare is a generic hydrological modeling tool that allows the user to develop data-driven,
variable time-step models of river basin systems. RiverWare was developed by the Center For
Advanced Decision Support (CADSWES) at the University of Colorado and requires a Sun Solaris
based operating platform, The San Juan RIP Hydrology Model is the complete set of data, objects,
linkages and rules that represent or simulate the San Juan River Basin within RiverWare as well as
the pre- and post-processors that handle various data manipulation needs. Both RiverWare and the
San Juan Model are sometimes referred to as the Model. Henceforth any reference to the Model
refers to the San Juan RIP Hydrology Model unless otherwise noted.

RiverWare continues to evolve. Most of the development of the San Juan Model was done under
RiverWare version 1.2 patch level \. In late July 1998 a migration was made to RiverWare version
1.2 patch level 6. This version incorporates a new method that allows calculation of diversion and
depletion requests based on acreage and crop consumptive use. Most model depletions are now
calculated within RiverWare and not entered as input as in the previous version of the Model.
Version 2,\ of RiverWare has now been released. This release incorporates a new rule language and

DRAFT - SJRIP Hydrology Model Documentation
June 18, 1999

1
