R. 17067 <br /> <br />Washington. D. C. <br /> <br />August 7. 1970 <br /> <br />Mr. Chairman and Distinguished Congressmen: <br /> <br />I am Felix L. Sparks. Director and Secretary of the <br /> <br />Colorado Water Conservation Board. I appear here today as the <br /> <br />official representative of that Board and also as Governor Love's <br /> <br />personal representative. <br /> <br />The Colorado Water Conservation Board is the official <br /> <br />agency of the State of Colorado charged with the responsibility of <br /> <br />protecting. developing and conserving the water resources of the <br /> <br />state of Colorado. In that connection the BOard has long advo- <br /> <br />cated the construction of the Closed Basin Project. It has expended <br /> <br />considerable sums of money in developing the project plans and <br /> <br />analyzing the project effect. <br /> <br />The first permanent irrigation project in Colorado was <br /> <br />initiated in the San Luis Valley on the Rio Grande River. A con- <br /> <br />veyance canal known as the "People's Ditch" was constructed by <br /> <br />early Spanish settlers and has been used continuously since its <br />
