Billhymer, Executive Director <br /> <br />SUBJECT: Water for Energy Status Report <br /> <br />We have received what is alleged to be the "Final Status <br />Report" of the Water for Energy, Upper Colorado River Basin. <br />Apparently this project has run out of money. We have been <br />told that the organization is attempting to secure additional <br />funds to complete its task which is apparently set forth on <br />page 4 wherein it indicates that there is an attempt to create <br />a computer model which will "change the role of the Service <br />from reactionary to a planning mode wherein the Service will <br />have the capability to develop, quantify, and propose alterna- <br />tives to development projects." <br /> <br />Apparently the Fish and Wildlife Service wants to have <br />its individual planning service for all water projects in the <br />Upper Colorado River Basin. This should make for interesting <br />conversation and confusion in the future. <br /> <br />\ <br />\ <br />
