be paid out of the Colorado water conservation board
construction fund from moneys already credited to such fund
and from such moneys as become available to such fund
pursuant to the provisions of section 34-63-102 (4),
Colorado Revised Statutes 1973, and from such other moneys
as may become available to such fund.

SECTION 4. Safet.y__.dause. The general assembly
hereby finds, determInes, ana aeclares that this act is
necessary for the immediate preservation of the public
peace, health, and safety. ".
