<br />resources on various areas of the state, including those areas <br />indirectly affected, and shall make continuing recommendations to <br />the department of local affairs concerning those actions deemed <br />reasonably necessary and practicable to assist impacted areas with <br />the problems occasioned by such development, processing or energy <br />conversion. <br />(c) The director of the department of local affairs shall file <br />with the general assembly annually before the first day of February" <br />a detailed accounting of the distribution of funds for the previous <br />year. <br /> <br />SECTION 3. Appropriation.
