001012

RECOMMENDATIONS FOR POSSIBLE ACTIONS

~,
I )

Emerqency Preparedness Planninq

The first step would be to develop coordinated emergency preparedness
plans (EPP) for each of the impacted incorporated communities of Minturn,

Usa' 'l..D": I,

Avon, Eagle, and

Gypsum.. Eagle County
for the unincorporated

should develop a ~l~" b.,A. If.... J\ (/
0"" _--

An essential element of the plan would be detection of significant

movement on the slide areas. The plan could be set up so that

predetermined rates of movement would trigger specific action on the part

of each local jurisdiction. Warning of residents and evacuation is

probably a much larger task than previously invisioned in earlier plans,

Suitable evacuation routes and location of housing for evacuees and the

disaster command post should be identified out of the flooded area.

~l.rl7.e-tP.. Department of Public Safety.

Flood Insurance

Flood insurance will not stop the slide or flooding but it is one

method that can be used to mitigate damages to individuals. However, the

National Flood Insurance Program (NFIP) is very underutilized in

Colorado, As of April 1. 1985. there were only 3 policies in force in

Minturn, 1 policy in Eagle, and 2 in Gypsum. All communities except Avon

are participating in the Regular Phase of NFIP, This means any

individual. except those living in the incorporated town of Avon. could

buy flood insurance for up to $185.000 for the structure and 60.000 for

contents, A 5 day waiting period is required, Flood insurance, through

the NFIP, is available through any insurance agent, The NFIP is managed

by the Federal Emergency Management Agency which has a regional office in

Denver, Coordination at the state level is performed by the Colorado

Water Conservation Board which is available to provide further assistance

to the afected communities,
