(~)

:~

001010

Preface

The following report is a summary of the research to date of the

Minturn Earthflow Task Force established by Governor Richard D. Lamm in

April 1985. Much of the material was presented at a town meeting in

Minturn on April 13. 1985.

Over the past decade, the Colorado Geological Survey and the Highway

Department have become increasingly concerned about a group of landslide!.~ C.

near Dowds Junction at the intersection of U. S, Highway 24 a~;'; \)~. .

70, This is also the confluence of Gore Creek and the Eagle River. DOwd$:r~

is approximately 2.0 miles west of Vail and 2.5 miles north of Minturn,

The Eagle River is closely followed by the Denver and Rio Grande Railroad

/lnd" bl "h 1
as well as U.S, 24 an 1-70 e ow the JunctIon wit Gore Creek, Map

shows the earthflo~ complex geographic extent. The complex includes four

flow areas: Whiskey Creek (larger in potential size than Thistle, Utah).

Meadow Mountain. Dowds #1 and Dowds #2. Map 2 shows the profiles of the

slide complexes with regard to the river and possible valley fill due to

slides.

The purpose of the Task Force is to examine the range of possible

consequences at the Minturn slide complex. It is a scientific

., ,.,...reconnaissance level assessment of. the possible geologic and hydrologic
"

consequences IF major earthflows occur and possible river damming results.

This is a big "IF" and in no way is this Interim Report intended to

imply that such an event will happen or is imminent. However. the role

of local and state agencies is to evaluate the range of possible events

and prepare responses to protect the health and well-being of its

citizens, The answers to whether any of these conditions or events is

possible or probable is a question constantly, befo~re tl1e_g OJ09i.SJ;!l",._,!,n..<J.___ ._

t;) Q v ~= ~ .....II'(C!>--'''' """
engineers on t:l1e t.as~ f(1rce, The reflo,rt eX~miI'H!S , , ..1"1;;!
