Construction of the Animas-La Plata <br />project has not begun. If funds are appropriated and construction <br />proceeds, it could begin operating around the year 2000. The water <br />rights settlement that would be implemented, by this bill is re- <br />quired for construction of Animas-La Plata because it specifies the <br />cost-sharing agreement between the federal government and the <br />nonfederal entities involved in the project, which include the State <br />of Colorado and several water conservation districts. Under this <br />cost-sharing agreement, the federat:,'government would provide <br />during construction roughly $300 million of the project's $500 mil- <br />lion total cost.! Some of these costs would be repaid once the <br />projects are operating. ' , , <br />The costs of this bill would be in budget functions 300 and 450. <br /> <br />Basis of Estimate <br /> <br />This estimate, assumes that the bill would be enacted early in <br />fiscal year 1989, and that the full amounts authorized would be ap- <br />propriated beginning in fiscal year 1990. The estimated outlays re- <br />flect an assumption that the Secretary would establish the tribal <br />development funds shortly after the funds are appropriated. <br />Under the water rights settlement agreement, the tribes would <br />be provided around 60,000 acre-feet of water annually-divided <br />roughly equally between irrigation water and municipal and indus- <br />trial water-and would have to pay a prorated share of the con- <br />struction costs. Based on information provided by the Bureau of <br />Reclamation (BOR), CBO estimates that the' total payments to the <br />federal government would be roughly $6 million a year for the mu- <br />nicipal and industrial water once both projects are completed. If <br />the tribes do not begin to use the water once it is a available to <br />them, the bill would authorize the Secretary to pay their share of <br />the operations and maintenance costs. CBO has no basis for pre- <br />dicting whether this would occur, but if it does, the cost to the fed- <br />eral government would be around $500,000 allnually. <br />CBO estimates that the construction costs associated with irriga- <br />tion water used by the tribes would total $60 million to $70 inillion. <br />We cannot estimate how much of this amount would be repaid, <br />however, because that depends on where the water is used.
