Part 120 (1974) at 120.5(c) (2) (ii), Emibit A <br /> <br />Appendix A. <br /> <br />The basinwide approach is a rational and effective nethod for <br /> <br />achieving the appropriate levels of salinity in the lower basin <br /> <br />while the basin states continue to develop their compact apportioned <br /> <br />share of the water. It reflects a productive comi,ty among the states <br /> <br />and federal government. The salinity effects of concern take place in <br /> <br />the lower Colorado River Basin. By using the basinwide approach and <br /> <br />establishing the numeric levels which should be maintained at the points <br /> <br />of concern, the basin states and the federal government are able to <br /> <br />concentrate on establishing salinity controls where they would be most <br /> <br />effective (including cost effective). Therefore, the basinwide approach <br /> <br />should continue to be used with numerical levels being established only <br /> <br />at the points of concern. <br /> <br />Response to the salinity issue in the Colorado River is continually <br /> <br />tied to the mutual provisions that salinity levels in the lower Colorado <br /> <br />River need to be controlled while the basin states continue to develop <br /> <br />their compact apportioned waters. For example, the 1974 EPA regulation <br /> <br />provides at 40 C.F.R. Part 120.5(c) (2) (ii): <br /> <br />The salinity problem shall be treated as a basinwide problem <br />that needs to be solved in order to maintain lower main stem <br />salinity at or below 1972 levels while the basin states con- <br />tinue to develop their compact apportioned waters. <br /> <br />1400 <br />
