<br />,jf' "7 <br /> <br />DRAFT - Reflecting Changes Proposed by the Colorado Department of Health <br /> <br />March 11, 1980 <br /> <br />. <br /> <br />. <br /> <br />3.9.0 COIORAOO RIVER SALINITY STANDARDS* <br /> <br />3.9.1 AIJTlDR!TY <br /> <br />This regulation is promulgated pursuant to C.R.S. 1973, 25-8-101 <br /> <br />et ~., as amended, am in particular, sections 25-8-202 (2), 25-8-203, <br /> <br />25-8-204, and 25-8-207(1) (c), as amended. <br />3 . 9 . 2 lNI'RCl){X;TICN <br /> <br />Salinity or total dissolved solids (TDS) oo=s at low a:mcentra- <br /> <br />tions in the headwaters of the Colorado River am its tributaries in <br /> <br />Colorado; however, salinity concentrations increase downstream. The <br /> <br />primary effects of salinity 00= in the l~ Colorado River basin. <br /> <br />This is largely due to the higher levels of salinity afl\l the type of <br /> <br />crops grown there. Since total dissolved solids are conservative con- <br /> <br />, stituents which affect certain water uses in the l~ Colorado River <br /> <br />basin, and in order to utilize the rrost effective control methcxl.s, a <br /> <br />basin_ide ar:proach for controlling salinity is being followed. <br /> <br />The seven states through which the Colorado River runs fomed the <br /> <br />COlOJ:adoRiver Basin Salinity COntrol Forum ("Forum") to coordinate the <br /> <br />basin-wide approach. The Forum gathers and reviews information relevant <br /> <br />to the canplex problem of salinity of the Colorado River and makes rea::m- <br /> <br />rnendations for adoption of salinity standards and implementation of <br /> <br />controls by the basin states. Colorado. as a member of the Forum, will <br /> <br />work with the other basin states and the federal governrrent to manage <br /> <br />salinity and its effects t.'1rough this basin-wide effort. <br /> <br />*The term water quality standard as used in the Colorado Water Quality <br />Control Act, C.R.S. 1973, 25-8-204, is similar to the term criteria <br />as used in the Federal Clean Water Act, 33 U.S.C.
