THE PROPOSED REGULATION SHOULD BE ADOPTED The Department of Health supports the adoption of the proposed water quality standard for salinity, although some changes in the wording of the regulation are proposed. This regulation is being considered in com- pliance with the requirement for a review of water quality standards to determine whether any modifications are necessary. The proposed regulation is a restatement of the water quality standard for salinity in tne Colorado River Basin in Colorado as adopted by the' Commission and approved by EPA in 1976. The 1976 approval ,was composed of a standard and plan of imple- mentation stated together. The proposed action now I"ould separate the two. Thus the standard is stated in slightly different form than found in the 197& approval; however, it is not changed in substance. We believe that it is appropriate to maintain the same standard as established in 1976 - the uses are being protected and the levels are being achieved. It is appro- priate also to separate the standard and plan of implementation and follow the course established by the Colorado Water Quality Act and Clean Water Act. Both items and their functions become more understandable and work- able when separated. 1403 Like the action taken in 1976, the standard proposed for Colorado is a narrative standard. This narrative standard is strengthened by the numerical limits established at downstream checkpoints.
