<br />001539 <br /> <br />WS\vC: J)!{M''j' <br /> <br />l\TTl\CHMENT E <br /> <br />Jjar <br /> <br />Mr. Secretary: <br /> <br />We are writing to express our appreciation for your telegram of <br /> <br />January 24 seeking comment on water project cost-sharing. We are <br /> <br />grateful for this long-awaited invitation to participate in the <br /> <br />development of this vital policy. We note that the telegram indicates <br /> <br />a diminished role for the federal government in the financing of federal <br /> <br />water projects especially at a time when the states are facing severe <br /> <br />restraints in their own financial situations. We are concerned that <br /> <br />such a position threatens to impede needed projects. We cannot <br /> <br />subscribe to such a position. <br /> <br />As you know, Congres~ has announced its intention to make the final <br /> <br />decision with respect to the issue of water project financing. We are <br /> <br />, 4IlgreSSivelY attempting to achieve a consensus among the states relative <br /> <br />to this issue. We have asked the Western States Water Council, in <br /> <br />consultation with other regional and national organizations, to attempt <br /> <br />to develop a proposal for our consideration, but we do not anticipate <br /> <br />that this can be accomplished by March 25.
