While <br />the L WCF might provide a portion of the land acquisition costs, <br />appropriations for L WCF are so reduced that additional sources <br />should be included in planning for this Program. <br /> <br />Recommendation <br />The Management Alternatives Work Group should reevaluate the <br />potential financing alternatives and develop a broader base of <br />funding for land acquisition. <br /> <br />4.3.2 <br /> <br />Water Acquisition <br /> <br />Although the Management Alternative Work Group was willing <br />to develop a "high-side estimate" of capital expenditures for land <br />acquisitions, they avoided any projection for water acquisitions. If <br />indeed those costs may be significantly decreased by land <br />management methods or different water management methods, it <br />should be expected that any capital expenditure estimate for water <br />would also be presented as a "high-side estimate." <br /> <br />Recommendation <br />Consistent with the general approach of de-emphasizing water. <br />management as a habitat conservation strategy, the draft program <br />contains no specific estimates of the cost of water acquisition.
