Box 1630
Mills, WY 82644

1&.

I'U

,','I,'",,,,

Dear Mr. Lawson:

The National Audubon Society has a long record of involvement
in Platte River issues and currently includes the Platte as one of its
five High Priority Campaigns. Since Audubon was included over a
decade ago as one of the original participants in the Platte River
Management Joint Study (PRMJS), we have devoted a great deal of
energy and resources to advance the process toward resolution of the
issues. Although we contend that this process is too narrowly
focused, Audubon has worked with the participants in the PRMJS to
try to develop a suitable plan that will protect endangered species in
the Big Bend Stretch of the Platte River in Central Nebraska.

Staff working on Audubon's Platte River Task Force, including
those of us involved in the PRMJS process, have reviewed the May
17, 1993, Draft of the "Platte River Habitat Conservation Plan"
prepared by the Management Alternatives Work Group and are
providing our comments as requested in the Bureau's letter of June
23, 1993.

We appreciate the work and persistence necessary to develop
the framework program included in the review draft. For
convenience we have prepared and attached detailed section by
section comments and in some instances provided recommendations
for changes that we believe are necessary to have a viable Program.
Because our comments are inclusive and somewhat lengthy, we do
want to emphasize some areas and issues where we have particular
concerns.

1""11",1"""""/"'/;'.1,..,1
