Since Audubon was included over a <br />decade ago as one of the original participants in the Platte River <br />Management Joint Study (PRMJS), we have devoted a great deal of <br />energy and resources to advance the process toward resolution of the <br />issues. Although we contend that this process is too narrowly <br />focused, Audubon has worked with the participants in the PRMJS to <br />try to develop a suitable plan that will protect endangered species in <br />the Big Bend Stretch of the Platte River in Central Nebraska. <br /> <br />Staff working on Audubon's Platte River Task Force, including <br />those of us involved in the PRMJS process, have reviewed the May <br />17, 1993, Draft of the "Platte River Habitat Conservation Plan" <br />prepared by the Management Alternatives Work Group and are <br />providing our comments as requested in the Bureau's letter of June <br />23, 1993. <br /> <br />We appreciate the work and persistence necessary to develop <br />the framework program included in the review draft. For <br />convenience we have prepared and attached detailed section by <br />section comments and in some instances provided recommendations <br />for changes that we believe are necessary to have a viable Program. <br />Because our comments are inclusive and somewhat lengthy, we do <br />want to emphasize some areas and issues where we have particular <br />concerns. <br /> <br />1""11",1"""""/"'/;'.1,..,1 <br />
