Art. 12 (e). <br />Article 16 ct the ccntract expressly provides that the District <br />"hall havs no right to the water made avo.1lable by the Green I!ountain <br />Resorvo1%>, and exoludes the right tc the use of water reserved in Articlos <br />24 and 25 thereof. <br />In Artiele 21, the United states reserves the right to refuse to <br />deliver water tc the District in the evant ot a default for a period of <br />more than 12 months in any payment due, and further prov1d.... thAt in auoh <br />evont the United States _y "take ovor the control ot an7 or allot the <br />trannterred works." The article provides also that the United Statea may <br />at its option reduoe the amount ot wo.ter delivered. <br /> <br />Article Z7 followsl <br /> <br />"Z7.
