BirJ' River Mc4el <br /> <br />The Big River Model will eventually require a JOint management approach with the Bureau; <br />otherwise, it will not be possible to maintain identical versions, <br /> <br />3, The Water Riiht~ Plannini Model <br /> <br />Development and management of the y.'RPM is a very significant program for Colorado's water <br />agencies and planning programs because the models will serve as the technological organizing <br />concept for basin management plans and water rights administration, Due to the importance, <br />development of a protocol to select a, model technology, apply it [0 subbasins, and make it available <br />for water planning and Water rights administration is a critical activity requiring utmost care. <br /> <br />To approach model selection and development, a management framework is needed for how the <br />model will be maintained, improved, and distributed, and how users will be trained to use it. Quality <br />control will be a very important aspect of the program. <br /> <br />The variables in the management framewOIx must be identified and detennined. An initial view of <br />these, with tentative determinations, might be as follows: <br /> <br />Overall Manal!:ement ResDonsibilitv . This could be an individual state agency, an interagency <br />committee, or an independent board/staff. Right now, the mechanism is a project management team <br />operating under the combined authority of the SEOICWCB. How this will work post,CRDSS <br />development has not been determined, <br /> <br />Model Maintenance - This function includes maintaining the code, issuing updated version~, assuring <br />that model version~ retain integrity, maintaining a model audit process to check any version for <br />validity, and generally being the responsible party, technically speaking. This function could either <br />be kept under the overall manager or contracted out to an independent, technically competent entity, <br /> <br />U~er Support - This function include~ communication with users, training, model distribution, and <br />related functions. Nonnally, it would be expected to reside with model maintenance, but could be <br />separate . <br /> <br />Clearly, model maintenance and mer support will have a co~t and require technical excellence. The <br />success of these functions will detennine, in reality, the long-term success of the CRDSS and the <br />payoff from the capital in vestment, Moreover, given that the CRDSS models will be critical to the <br />future of Colorado's water planning and water rights administl"dtion, it is imperative that decisions be <br />made early on a~ to how these functions will be handled.
