UOlJ93

,

We have only just now reaeived a aommuniaation from

'California inviting a reopening af the matter, and we

have hope that negotiations will be renewed and that we

will be able to deal with talifornia upon a basis satis-

faatory to everyone. In the event we cannot so deal with

California, it will be necessary to again refer the matter

to -the Arizona hlgislature which will probably not convene

until January, 19L~. What the temper of the legislature

might then be is of course purely problematical; This ComN

mission, however, recognizes the necessity of ratifying

the Compact, end particularly is this true in the 1 ight of

the pleasant experience this Commission has enjoyed in its

contacts with the representatives of all of the basin

states.

"

"

~

California' s refusal to accept the offer of
Arizona has placed Arizona and Nevada in exactly the same
position and we believe in a more hazardous position than
they were before the proposed tn-state agreement was re-
jected by.California. Speaking exclusively for Arizona. we
submit it is necessary for Arizona as a state to immediately
take such steps as she may deem beneficial to protect the
resources she has within her boundaries for reasons which
will hereinafter more fully appear.
As we have stated in our answer to Question No.1,

the power possibilities of this river are very great and are

..

<

15.
