<br />00014 9 <br /> <br />physical scientists, social scientists, life scientists,and specialists in <br />aviation, communications, contract administration, and data management. <br />Thirty-nine Reclamation personnel will be involved in program management, <br />contract administration and technical monitoring, data management, and data <br />analysis. Contractor personnel will collect and process field data, operate <br />and maintain aircraft, equipment and instrumentation, and participate in data <br />analysis. Approximately 78 percent of the total CREST effort will be con- <br />tracted out to universities and private enterprise. <br /> <br />In the beginning CREST will be occupied with site selection; equipment <br />procurement, installation, and testing; and adaptation of existing technology <br />to a confirmatory program at the selected demonstration sites. Much of the <br />equipment will be located at high elevation sites and can be installed only <br />during the summer period. It is expected that randomized seeding and water <br />production in the demonstration projects will begin the third winter after <br />CREST is approved. <br /> <br />Yearly progress reports will be prepared summarizing the activities and <br />accomplishments of the period. Technical reports will also be prepared for <br />publication in appropriate scientific journals. <br /> <br />As the CREST Program concludes, a comprehensive evaluation will be prepared, <br />and a final report and recommendations will be issued within 12 months of <br />CREST's completion. The primary element of the comprehensive evaluation will <br />be the statistical analysis of seeding-induced precipitation changes. This <br />analysis will be complemented by evidence from physical analyses, watershed <br />model studies, and streamflow analyses. <br /> <br />From the analyses of the water produced during CREST and the results of the <br />transferability studies will come projections of the total water augmentation <br />potential of the Basin. The capability of the technology and the confidence <br />with which the technology can be applied operationally will be declared. The <br />projections of additional water will be used with the analyses of the environ- <br />mental and social components to estimate the environmental and social impacts <br />of a Basin-wide operational program. The total costs and benefits can be <br />estimated from these project ions. <br /> <br />Finally, recommendations for a Basin-wide operational program will be pre- <br />pared. Assuming the CREST Program succeSSfully demonstrates the capability <br />of cloud seeding, the final report will be a formal declaration that a <br />verified technology is available. <br /> <br />5 <br />
