(See file memorandum dated October 21,1996). The water rights
tabulated below, historically, have generated calls to lower priority users or legally could have generated
call(s).

Administration Water Right
River Structure Name WDm Number Amount
(cfs)
Yampa Craig Station D & PL 440522 45290.44865 44.93
Yampa Maybell Canal 440694 26810.18172 42.20
Bear Nickell Ditch 580798 12232.00000 1.70
Bear Nickell Ditch 580798 12254.00000 4.24
Bear Fix Ditch 580643 12198.00000 1.20
Bear Fix Ditch 580643 12568.00000 5.43
North Hunt Creek North Hunt Creek Ditch 580801 14348.00000 3.53
Middle Hunt Creek Collins Ditch 580591 22074.17819 2.33
Middle Hunt Creek Collins Ditch 580591 22479.21780 2.16
South Hunt Creek LaFone Ditch 580722 18529.13985 3.33
Trout Creek Chapman (Omo) Ditch 570576 14011.00000 1.83

Water Right Groups

Water Right Classes were developed using the following criteria:

. Call history
o Two water rights are deemed sufficiently operationally critical to be boundaries of
the water right classes 3 and 7. They are Maybell Canal and Craig Station D & PL,
respectively.
o Administration number for the North Hunt Creek Ditch is consistent with other
criteria to be the boundary for wa1er right class 1.
o The Nickell Ditch and Fix Ditch rights are senior to all aggregated structures within
the sub-basin they control, and therefore, do not need to bound a water right class.
The same is true for Omo Ditch.

. Significant breaks in the curves of Exhibit 1.

. Each class of water rights should have an increment of about 625 cfs (5000/8) as measured
on Line 2 (Phase III Model).
