It will be necessary to prepare a detailed <br />user's manual, making it possible for users of the model to independently examine <br />proposed developments, while maintaining a basis of credibility within the basic program. <br />It must be understood, however, that access to the software will not guarantee the <br />accuracy of every user's modeling effort. <br /> <br />PRELIMINARY PROJECT' SCHEDULE <br /> <br />The Bureau of Reclamation has projected a November 1992 completion date for <br />the accounting spreadsheet develoment (Part I). <br /> <br />Project sponsoring agencies have begun the consultant-selection process for Part II <br />(Planning Model), and expect to make a selection within the next two months. No <br />contracting will take place until the Colorado Legislature has given final approval for the <br />Colorado Water Conservation Board's cash participation in the project. Final approval <br />is anticipated in late April/early May. Preliminary estimates indicate a December 1992 <br />completion date for the Planning Model. <br /> <br />4 <br />
