I am submitting this
for Biology Committee discussion and approval at its July 23-24, 1997 meeting in Denver. The
plan has been peer reviewed by U,S. Fish and Wildlife staff at the Grand Junction office, with
extensive comments provided by Bob Burdick and Tom Czapla. I have also reviewed these
comments and the plan contents with Frank Pfeifer. This draft was significantly revised as a
result. Some concerns expressed by Czapla will be addressed in further discussions,

We submit this plan to the Program with the intent of promoting identification of
propagation needs, facility needs, and a comprehensive stocking strategy for the Upper Basin,
The purpose of this plan is to provide the justification and guideline for developing and
implementing propagation and stocking scopes of work within Colorado. Committee approval
of this plan is required to initiate this process,

Since a USFWS stocking plan was already in existence for razorback sucker in the
Gunnison and Colorado rivers above the instream barriers within Colorado, this plan was
developed with the intent of incorporating, and superseding this earlier plan, If you have
questions or comments intended to improve this draft, please send comments through the list
server for the benefit of the Biology Committee and interested Program participants,

cc: Eddie Kochman, CDOW
Dave Langlois, CDOW
Bill Elmblad, CDOW
Sherm Hebein, CDOW
Anita Martinez, CDOW
Peter Evans, CWCB
Sue Uppendahl, CWCB
Greg Espegren, CWCB
Geoff Tischbein, CDOW

DEPARTMENT OF NATURAL RESOURCES, James S.
