New:

Cate 0 : FY 1997/98 DNR Staff Support

Continuin : X

Budget Decision Item Request:
Ca ita! Construction Re uest: X

cJ c-j (~K
(,l2yu,

Description: A data-driven decision support system to provide those concerned with
Colorado River issues a tool for making informed and timely decisions regarding the
operation ofthe river's water resources. The Colorado River Decision Support System
(CRDSS) will support iuterstate compact analysis, water resource management and water
rights administration using hardware and software that supports a wide range of users
with diverse needs.

Scope: Databases, models and tools to support interstate compact analyses and water
resource planning are uearing completion and these parts of the CRDSS system will be
turned over to the DNR for continual support and maintenance iu Fiscal Year 1996/97.
Additional CRDSS components are under development (i.e. water rights admiuistration
tools) and will need maintenance and support by DNR representatives during FY 1997/98.
DNR representatives are also needed during FY 1997/98 to direct the CRDSS development
such that work products meet Department goals. This request is only for DNR staff
support resources for the CRDSS system during FY 1997/98. Other CRDSS development
activities that will occur during FY 1997/98 have been approved under previous funding
requests. Requests for DNR support of the CRDSS system for post FY 1997/98 years will
be for greater funds since funds will also be needed in those years for hardware and
software maintenance.

Technology: UNIX (Silicon Graphics) workstations have served as the primary
development platform for the CRDSS relational databases, models and tools. System
access is provided to PCs through a wide-area network or dial in capabilities. Though it is
intended that the relational databases will continue to reside in the UNIX environment,
development emphasis is shifting to making more of the tools and models available to run
locally on PCs.

Cost/Benefit: The cost ofDNR support requested during FY 1997/1998 will approximate
$ 300,000 and require about 3.5 FTE. If these funds are not available, effective use of the
CRDSS system for DNR agencies will be limited by lack ofDNR support and new CRDSS
system components under development may not meet DNR objectives.

Ross Bethel

Phone#: 866-3441, exl. 308

Format 0007 1996

35
