Lands acquired for refuge <br />purposes will be of sufficient size that habitat for resident game <br />species would be improved incidentally to waterfowl management. <br /> <br />A refuge headquarters including public use and interpretation fa- <br />cilities would be provided. Boundary fences, posting, roads, trails, <br />and cattleguards would be needed to administer the area properly. <br /> <br />Development, operation, and maintenance costs would be assumed by <br />the project. Costs of land, relocation, and severance are esti- <br />mated to be $350,000. Development of refuge facilities are esti- <br />mated to be $1,358,000, resulting in a total cost of $1,708,000. <br />Operation and maintenance costs are estimated to be $62,000 annually. <br />These estimates, based upon 1969 costs, are shown in Table 4. <br />
