In addition to having responsibility for the implementation of various components of <br />the salinity control program, Reclamation has a very important function delegated to it by the <br />Secretary of the Interior with respect to coordination of the salinity control investigative efforts <br />by other federal and state agencies. Reclamation needs to continue to provide leadership in this <br />regard. <br /> <br />The Council recognizes that recently the responsibilities for Title II salinity coordination <br />have been delegated to the Upper Colorado Region (VCR). The Council does not object to that <br />delegation, but feel very strongly that accompanying that delegation there must be an <br />understanding of the very significant coordination role that the UCR must provide. The UCR <br />must be able to speak for the Commissioner and Reclamation as plans for salinity control <br />projects move ahead and direct coordination with the Lower Colorado Region for data and <br />monitoring requirements at designated Lower Colorado River stations. Further, UCR's <br />coordinator must have sufficient authority and delegated responsibility to convene meetings and <br />confer with appointed officials in other agencies, including the Bureau of Land Management, <br />. the Natural Resource Conservation Service (formerly the Soil Conservation Service), the <br />Consolidated Farm Services Agency (formerly the Agricultural Stabilization and Conservation <br />Service), the Fish and Wildlife Service, the Environmental Protection Agency, and at times, the <br />International Boundary and Water Commission. The Council is concerned that as Reclamation <br />continues to downsize, the efforts of the coordinator will be diluted. <br /> <br />The Council supports the completion of the authorized cost-effective portions of the <br />Grand Valley and Lower Gunnison Units and strongly recommends that efforts continue to <br />obtain the necessary Congressional authorization and funding for the Uinta, Price-San Rafael and <br />San Juan-Hammond Units. <br /> <br />Bureau of Land Management <br /> <br />Over the past few years the Council expressed support for, and the BLM has given more <br /> <br />. <br /> <br />COLORADO RIVER BASIN SAliNITY CONTROL ADVISORY COUNCIL <br /> <br />3 <br />
