The CAP generally gets about <br />one-fourth of thl! federal <br />water-project budget. <br /> <br />For e~p]e. the House approved <br />a federal Bureau of Reclamation <br />construction budget of about <br />$670 million for fiscal 1983. The CAP <br />was allocated $169 million, or <br />slightly more than 25 percent of the <br />total. <br /> <br />That budget was never adopted, <br />however. and Arizona had to settle <br />for SI4J mJllion. a figure that still <br />represented a disproportionately <br />large piece or the pie. <br /> <br />This year, reclamation officials <br />are proposing to spend S699 million <br />in fiscall9S4, with almost 24 percent <br />of that money going to the CAP. <br />State officials want S200 million, or , <br />about 28.6 percent of the total. <br /> <br />And it looks as though they'll get <br />it. <br /> <br />Not bad work klr a state that has <br />only five seats 10 a US.member <br />House. <br /> <br />There's no secret to Arizona's suc- <br />cess.
